Provides grants to schools of nursing to expand the operation of Area Health Education Centers Program under Sec. 751 to work in communities to develop models of excellence for school, public health, perinatal outreach, and other community-based nurses or to expand any junior and senior high school mentoring programs to include a nurse mentoring program. Authorizes $5M for FY 2002, sums necessary for FY 2003-04.

Sec. 865. Creates Fast-Track Faculty Scholarship and Loan Repayment program to provide scholarships of up to $20K to nursing students for each year of full-time attendance in doctoral nursing programs in exchange for a commitment to teach at a school of nursing for two-years following award of the degree. Scholarships may cover tuition expenses, other reasonable education expenses, and living expenses incurred in attending the doctoral program involved.

Provides loan repayments to nurses with doctoral degrees, or students enrolled in the final academic year of a doctoral nursing program in exchange for at least a two-year commitment to teach at a school of nursing.

Requires school of nursing to match loan amounts for each year the individual teaches/receives loan forgiveness.

Sec. 866. Authorizes $46M for each FY 2002-04.

Creates a Fast-Track Nursing Faculty Loan Program for public/nonprofit private schools of nursing to award loans of up to $35K per academic year to financially needy master's or doctoral nursing students. Requires participating students to commit to teach at the school of nursing for a number of years equal to the number of years the student receives loans with teaching commitments beginning upon awarding of the degree. Authorizes loan program at $10M for FY 2002; $15M for FY 2003-04.

Sec. 201. Expands Medicare GME to "make payments to nonhospital providers for the reasonable costs of providing nursing training if such costs are incurred in the operation of a training program that is operated by a hospital." Defines nonhospital providers as FQHCs, rural health clinics, skilled nursing facilities, Medicare+Choice organizations, and other non-hospital providers as determined by the Secretary.
