Nurse Reinvestment Act Grant Applications Available

SPECIAL NOTICE: Peer Reviewers Needed
The Division of Nursing is looking for peer reviewers to serve as evaluators for the Division's new grant programs authorized under the Nurse Reinvestment Act. Reviewers need to identify their area of expertise, clinical specialties, and the practice settings in which they have worked. The federal Division of Nursing has announced that grant application materials are now available for the Nurse Faculty Loan Program, Nursing Scholarship Program, and three other new programs authorized under the Nurse Reinvestment Act:
  • NURSE FACULTY LOAN PROGRAM (Title VIII, Section 846A)
    Applications are now being accepted for the Nurse Faculty Loan Program (NFLP), a new program designed to increase the number of qualified nurse faculty. This program awards grant funding to schools of nursing for the purpose of making loans to students enrolled full-time in an advanced degree nursing program. Following graduation, the borrower can cancel up to 85 percent of the NFLP loan in exchange for serving as nursing faculty at a school of nursing.

    Schools of nursing must create a loan fund and contribute equal to one-ninth of the federal contribution to participate. Accredited schools of nursing that offer full-time advanced degree nursing programs and are located in the United States or its terrirtories are eligible. Approximately $3 million is available in FY 2003 to make 100 awards between $15,000 and $60,000 each.

    The application deadline is July 31, 2003. Applications may not be submitted electronically at this time, though HRSA anticipates accepting grant applications online at some point in the fourth quarter of FY 2003.   • COMPREHENSIVE GERIATRIC EDUCATION PROGRAM (Title VIII, Section 855)
    Grant applications are now available for the Comprehensive Geriatric Education Program, a new program to fund programs that educate individuals in providing geriatric care for the elderly. The focus of funding in FY 2003 is on projects that enhance the knowledge, skills, and leadership potential of registered nurses (RNs) providing care to older adults in a variety of settings. Projects must demonstrate that the preparation of RNs benefits licensed practical nurses and certified nurse assistants.

    A total of $3 million in federal funds will be available through this program which translates into 12-30 awards. Eligible applicants include shools of nursing, academic health centers, health care facilities, partnerships of a school and a health care facility, partnerships of a program leading to CNA certification and a health care facility, and appropriate public or private entities. Funding preference will be given to projects that substantially benefit rural or underserved populations or help meet public health nursing needs in state of local health departments.

  • NURSING SCHOLARSHIP PROGRAM (Title VIII, Section 846)
    The Nursing Scholarship Program provides scholarships to individuals to attend a school of nursing. In exchange, the recipients must agree to serve for a period of not less than two years at a health care facility with a critical shortage of nurses. Eligible applicants must be enrolled or accepted for enrollment in a professional program as a full-time or part-time student in an accredited school of nursing. Preference will be given to applicants that demonstrate the greatest financial need.

    IMPORTANT NOTICE: An application can be downloaded from the Division of Nursing website at http://bhpr.hrsa.gov/nursing/reinvestmentact.htm. However, applicants must request a Nursing Scholarship Program application packet by calling 1-866-867-6856. Applicants must submit a scanner-ready form obtainable only by mail in the application packet. Application packets were to be completed and returned to the Division of Nursing postmarked no later than June 30, 2003. Applications postmarked after that date will not be considered.

  • INTERNSHIP AND RESIDENCY PROGRAM (Title VIII, Section 831)
    This program supports the development of internship and residency programs for nurse graduates and registered nurses (RNs) to improve education and nursing practice in the workplace, the quality of care, the retention of RNs in the workforce. Internship and residency programs are expected to offer theory and clinical educational opportunities for eligible applicants in professional transitions, including recent graduates of baccalaureate, associate degree and diploma programs and advanced education RN nurse programs; assist RNs transitioning into new professional or specialty roles in nursing; and support other RNs looking to re-enter the nursing profession.

  • CAREER LADDER PROGRAM (Title VIII, Section 831)
    This program funds efforts to enhance the nursing workforce by initiating and maintaining nurse retention programs that promote career advancement for nursing personnel in a variety of training settings, cross-training or specialty training among diverse population groups, and the advancement of individuals to become professional nurses, advanced practice nurses, advanced education nurses, licensed practical nurses, certified nurse assistants, and home health aides. Funding may also be used to assist individuals in obtaining education and training required to enter the nursing profession and advance within the profession through such methods as career counseling and mentoring.

  • ENHANCING PATIENT CARE DELIVERY SYSTEM PROGRAM (Title VIII, Section 831)
    Grant funding received through this program may be used to improve the retention of nurses and enhance patient care that is directly related to nursing activities by enhancing collaboration and communication among nurses and other health care professionals and promoting nurse involvement in the organizational and clinical decision-making processes of a health care facility.
