The recent elections and Washington’s attempts to address the fiscal challenges of the United States bear on the market for nurses’ services and shape nursing practice. Two experienced advocates from the nursing community in Washington, DC, will outline major federal policies and programs shaping nursing, including Medicare, Medicaid and the Affordable Care Act, and project anticipated actions by Congress and the federal government that affect nurses’ prospects. Participants will have question and answer time, and will be provided guidance for taking effective advocacy actions to advance nursing interests in Washington.
Frank Purcell serves as Senior Director Federal Government Affairs for the American Association of Nurse Anesthetists, heading its Washington DC office and leading its advocacy work before Congress and federal agencies affecting CRNA reimbursement and practice. Before he joined the AANA in 2000, Frank spent 11 years on Capitol Hill on the staffs of three members of Congress. He earned his bachelor’s with high honors from Southern Illinois University at Edwardsville and undertook MBA coursework at the Washington campus of Johns Hopkins University.
Patrick Cooney established The Federal Group, Inc. in 1999 with the objective of providing affordable, high quality government relations consulting services to organizations who needed assistance being heard in Washington. Prior to establishing the firm, Mr. Cooney represented the interests of the nation’s clinical laboratory scientists as Associate Director of Government Affairs for the American Society for Clinical Laboratory Science (ASCLS), and the physical therapists as the Senior Policy Advisor for the American Physical Therapy Association (APTA). As the senior advocate for each of these organizations he was responsible for the federal legislative and political strategies of each profession on Capitol Hill. Mr. Cooney served as a congressional aide to Congressman Dick Swett of New Hampshire who served the United States House of Representatives from 1991 – 1995. He also served as the State Field Director on the 1990 reelection campaign of the late Senator Jim Exon of Nebraska who served as a Senator from 1979 – 1997. Mr. Cooney has expansive knowledge of the legislative, regulatory, and political processes in Washington. He frequently speaks on government relations matters, particularly in the area of health care policy. Mr. Cooney is a graduate of the College of Business at Marquette University in Milwaukee, Wisconsin.
